In order to terraform the Moon, scientist early on had to find a way to increase gravity as previously, the moon didn't have sufficient gravity to keep an atmosphere from leaking into space. They got to the bottom, rather the center, of the problem when they figured out they needed to install an artificial core.
Planned to be situated in the inner core of the moon, the Artificial Core is shining achievement of the U.S.A. Moon Program. It regulates a set level of gravity for the moon while keeping the planets original orbit consistent.
The only problem is the process of drilling to the center of the moon.
Update: The hole outside the city limits is getting pretty deep.
